States have the right to govern themselves.....where is that from?

The states can regulate themselves in areas where the federal government doesn't have jurisdiction--that has been expanded over the years by the Supreme Court. Marijuana is against federal laws, so it is illegal for the states to p laws (which they have anyway). Yes, every once in awhile the DEA cracks down.
